Software that is not licensed for commercial redistribution is not
compatible with the DFSG.

Then it can't be redistributed at all, since it can't satisfy both
that restriction and the GPL terms.

Inherent in free software is the freedom to make money from one's
activities relating to that software -- including redistribution.
