which I don't think is free.

It lacks (at least) permission to modify and distributed modified
versions (see DFSG#3).
It doesn't even clearly grant permission to distribute (see DFSG#1):
"Distribute" seems like an order, not a permission!
I don't understand the visit part...  :-/

The last line is one of many abscure abuses of English.

It is similar to the C construction: "condition && action", which is a very kludge-y shorthand for "if (condition) action;".

So filling in the dropped sentence parts, and replacing "and" with "then" yeilds:
[If you] distribute [this then you will] get a visit from tireIronNinja.

Considering that ninjas are known for killing people, I assume that is intended to be parsed as a threat (albeit humouous, rather than serious).
tireIronNinja probably kills people with a tire iron.

Unless clarified I would treat this as "Do not disrribute.".
