first of all, a confirmation from people involved in licences/legality issue.
And you seem to confirm the analysis.
As many people gives their comments/interpretations, it becomes hard to find a
correct solution to the problem.
Then, implicitly, i want to have it entered in debian, so i must have this
issue resolved, probably with some debian-legal peoples overview, or at least
comments on the subject.
Upstream author find a solution :
The next version of KScope, due shortly, uses 'dot' from the command-line
instead of dynamically linking with graphviz. This should solve all licensing
problems.
