Like it or not, the FTP-master's are the supreme court of the land.
They decide what goes in an what does not.  Troup did not explain why
he thinks the OPL passes the DFSG, but I will assume that he read the
bug report.  Unless you have new arguments, I think the decision is
made.

Of course, they do make mistakes [1] [2], but I assume that they had
just never considered those arguments.  I think the only option left
is to propose a GR.
