Distriution of GPL incompatible libraries

Argh, too complicated for me. I think this last step doesn't fall
under the GPL, but figuring out who's responsible seems icky.
Please ask your lawyer and/or the FSF's licensing people. I'd love
to know the advice, if you can report it.
