I can think of a couple obvious exceptions to this:

[1] Where a program is offered under optional terms, some of which
are proprietary.

[2] Where those terms include specific mention of the copyright holder
and require that the license for modified versions be updated to reflect
new copyright holders.

"If you can't release your modifications under the pertinent terms of
the original, then it isn't DFSG-Free", would seem to allow for those
cases.  [Though I don't know what basis you would have for making such
a restriction.]
