I ran "apt-get source disc-cover", and looked at the disc-cover script
in the package.  It contains the standard GPL header:

(<A9> is a copyright symbol.)

The COPYING file in the package contains a copy of the GPL.

The only other script in the package, freedb/index.cgi, also contains a
GPL header and the same author's copyright.

There is no licensing bug in this package, but there is a bug in that
the debian/copyright file does not include the full GPL information.
Just copy the copyright statement and GPL header, and paste that into
debian/copyright.
