Well, perhaps that does limit the scope in some cases, but so what?

It prohibits it from being put in the right place. The result would the
infamous "Invariant Section Wars" which have already been suggested, with
counter-Invariant-Sections, etc.

But the GFDL has a clause along the lines of "If you cannot comply with this
license and other requirements, you can't distribute at all."
