That's not his claim.

As I read it, his claim is that where a special set of symbols have been
created for these specific programs to communicate and work together to
achieve some design goal which is an explicit part of one or more of these
programs, that's an indication that they are a part of some larger work.

Obviously, however, the quoted paragraph doesn't really distinguish
between these kinds of cases.
