The DFSG and SC were not changed because there were and are pending
Constitutional questions to be resolved first.

That, at least, is the opinion of the previous and current Project
Secretaries.

My understanding of clause 4.1.5 of the Consitution is that we can amend
either of those documents with a standard General Resolution.

You should catch up on the past 3 years' worth of the archives of
the debian-vote mailing list as well.
