I'm sure its not relevant. All that's relevant is if documentation stored on a computer is software.
There is dead tree (e.g., a book) documentation. There is electronic documentation (e.g., a PDF file). The only thing relevant is the question:
For the purposes of the Social Contract, is electronic documentation software?If yes, the DFSG applies to it. If no, all documentation must be removed from Debian. Amendments to the Social Contract could change the results here, of course.
