The sanctioned rape of the populace has *always* been sanctioned by the government, and is either carried out by the government or by the institutions that give it credibility (in ages past it was the nobility; nowadays it is the corporation). Different societies tolerate such abuse of power to varying degrees, in different aspects, and it is reported with varying degrees of openness.
