They may be automatically free within USA, but in the rest of the
world a license is needed.

For works where the applicable copyright law (in a given non-US
jurisdiction) acknowledges the federal U.S. government *itself* as the
copyright holder, the U.S. legislated government-works-are-free rules
could be construed a license that effectively allows everything.

I wouldn't trust that reasoning to extend to works that are created by
non-government persons or organizations who simply happen to be paid
by government funds. In that case many non-US jurisdictions would need
a proper license from the actual authors.
