Fails DFSG 6. If I write proprietary software, I can't "use, modify, or
distribute", even if my work-not-in-agreement-with-DFSG is unrelated to
my use of the software in question.

It also seems to fail DFSG 9, in that I am restricted in what software I
may write if I want to continue using the software.

It's somewhat interesting that use of the DFSG as a meta-license is
itself a violation of the DFSG.
