Can you modify plain.tex?

According to Knuth, surely -- if the result is not called CM. I
already told you, that there are popular fonts created in this way,
namely EC fonts. I do not know whether Knuth uses EC fonts himself
(probably not), but he definitely had no problems with their
existence.
