You're free to refrain from distributing modified versions completely; while
rude, you can refuse to distribute modified versions to the original copyright
holder if you want.  You're only *required* to distribute source *if* you
distribute binaries, and then only to the people you distribute binaries to.

There was a thread about the problems associated with requiring people to 
send changes upstream on request, but I can't find it.  Was it called
discriminatory against people who are unable to publically release?  (It's
also a practical problem: am I supposed to keep every iteration of my
modifications, in case they're requested by upstream?)
