Oh? We obviously have different meanings of "copyright notice". To me, a
copyright notice is a statement of ownership, and a licence is the terms
under which the copyright holder allows another party to copy and distribute
the intellectual property. Both the BSD licence and the preamble to the GPL
make this distinction.
