Can you modify gcc to RSA encrypt all its output and distribute it? No,
not legally in the US. So it's obvious that that can't be a requirement.
Some tools to edit gif's are illegal in the United States. Some ways of
using tools to edit textfiles are illegal, too (think libel.) No difference.
If this were a valid point, you couldn't distribute a GPL program that only
compiles with a non-free compiler, like early versions of emacs. It's obvious
that RMS disagreed, as he distributed early versions of emacs.
