I think it is clear that on that page the export-control notice
is separate from the description of the code's licensing status.
(They are separated by an apology for not offering CVS access in
addition to tarballs).

I think it is safe to consider it simply informational; the
page and the in-file boilerplate found there states explicitly
that the code is dual-licensed under the user's choice of MPL
or GPL.
