"GPL linked with QT" is a not a problem if the copyright holder gives
specific permission: "This work is licensed under the GPL, with the
additional right to link with the QT library." The whole KDE thing
had to do with using modified GPL'd works that did not include the
additional dispensation.
So, if the license of plugger specifically allows linking with the
non-free library, that's ok. IIRC, there's also been discussion that if
a work was created specifically to work with a non-free library, then
the permission is implied, but I'd definitely like to see references
before I assumed such. (Note that the problematic GPL works included
in KDE were not such; they were existing standalone programs that were
modified for KDE.)
