I think you're wrong there. The PHP license is very close to the Apache license which is distributed with Debian as far as I know. It is in general more free than the PHP 3.0 license. And checkout http://www.troll.no/dl/qtfree-dl.html it lists vendors that ship the QPL'ed libQt. The list includes Debian, RedHat, FreeBSD etc. So I really don't see where the problem is.
