It comes from the copyright statements in most of the texmf files. 
tex source files have embedded documentation which you don't need if
you run tex. So all the files get processed with the docstrip
utility. These docstripped files are in tetex-{base,extra}*orig.tar.gz
archives. The copyright says, you have to also distribute the
unstripped source files. This is where tetex-src comes in. There is no
statement about the files to be in the same package.
