Because it is not a restriction. GPL allows me to distribute the
software and source together without doing wierd things. It gives
me the *option* of distributing binaries alone if I do wierd things.

If would be DFSG compliant to say "You may modify the program and
distribute your modified program under this license. You may
distribute the modified program under your own proprietary license if
you pet a cat."
