I can understand your point and agree with you. However I
think there remains a little question.
If the copyright explicitly contradicts with DFSG then it is
evident it should go into non-free section.
But how is it if the copyright contains no explicit contradiction
with DFSG but only insufficient statement, that is, there is some
ambiguities and the author gives the permission to distribute
under DFSG.
It seems to me that some members accept this and I also
think it can be acceptable.

Of course as a maintainer of Debian JP (not of Debian yet :-)
I understand this well but there are many authors and so
there may be as many opinions about licenses.
Generally speaking, there are some who think GPL as standard
but also others who does not even if they permit the distribution
under DFSG.

Yes, in the case of xengine, perhaps "Muto san" (means "Mr. Muto"
in Japanese) is making great efforts to persuade the author
and I hope the copyright will be changed.
