License query: olex test files



The olex package contains this license for text files:

LICENSE.TEXT

   This file describes the license on any text file in this distribution,
   hereafter called the TEXT. This license does specifically not apply to
   any file in this distribution which might end in .h or .cc, nor does
   it apply to the LICENSE file which is a copy of the GPL and carries
   a copyright and copying clause on its own.

   You are free to make hard copies of this file but you may not charge
   any money for the hard copy.

   You are free to copy and distribute any file of the TEXT.

   You are free to copy and distribute a part of any file of the TEXT
   if you clearly mark its origins.

   You are free to quote any TEXT file no more than three consecutive
   paragraphs.

   You are free to change any file of the text and distribute the result if
   you clearly mark the changes. The original text, a patch file and a 
   makefile to automatically patch the text is an acceptable combination.
   You may claim copyright on the patch file only.

   You may claim any fair use clause given by the law of your country.

   Whatever way you choose to redistribute anything of the TEXT files,
   you should do so under this license, except for the fair use clause
   and for the patch file mentioned a few paragraphs earlier.

   If anything in this license contradicts your local law, this license
   is totally null and void and you should delete any of the TEXT files.

   Any TEXT file is copyrighted by Bart Vanhauwaert, 1998.


I think the second paragraph makes it non-DFSG-free.
