On my older Compaq Presario 2025EA (EVO N800v) the fan is always on
after boot. It is switched off by a script containing (beside a
temperature control) the two lines:
echo -n 0 > /proc/acpi/fan/FAN/state
echo -n 3 > /proc/acpi/fan/FAN/state
Maybe that works for you?
