There isn't a "normal" speed since every chipset and every hd looks and
acts different. With hdparm [-i|-I] and /proc/ide/.. and the
dmesg-output you can verify the settings from the hd/chipset. Normaly
turning on dma (-d1) on drive and chipset gives the highest throughput
gain (if available). See the hdparm manpage and various www to get more
information. just google for hdparm. 

old 110ct (no dma):
/dev/hda:
 Timing cached reads:   112 MB in  2.04 seconds =  54.79 MB/sec
 Timing buffered disk reads:   12 MB in  3.97 seconds =   3.02 MB/se

somewhat newer ibm (dma):
/dev/hda:
 Timing cached reads:   604 MB in  2.01 seconds = 300.69 MB/sec
 Timing buffered disk reads:   48 MB in  3.10 seconds =  15.47 MB/ses
