Something like 'ifup eth0' should probably get the network set up. If
you want to automate it (so the network gets configures as soon as you
plug in the cable), have a look at the ifplugd package.

Thanks but no thanks.  You see this is the problem, nothing normal gives me internet access if I dont have the ethernet cable in the computer when I boot up.  ifup, dhcp3-client etc. none of this works.  So if there is something I can give this group that would help in diagnosing my problem please reply to this.  I want to have simple things like be able to plug my laptop when on into a dhcp server and start to work on the internet.
