I never used this processor, so I don't, but the two may solve the processor problem.  It seems the processor slows down to save battery, and the BogoMIPS is calculated with a slow speed, and then the processor speeds up and it is too slow (or so I think.)  The only thing might be a kernel parameter, but I never heard of one.  What settings do you have editable in the BIOS that deal with the CPU?

The BogoMIPS value is calculated once at startup and that is when things go wrong. How could any user space daemon fix that?

Sorry, should have been more clear.  The processor changes speed on its own.  Try disabling that.  That may be why the BogoMIPS value changes.
