thanks for the advice with "xev".

So the solution is as simple as i was afraid of. The keycodes are set up correctly, however /etc/X11/Xmodmap, which should be the system wide file (at least until kde2) is not sourced anymore.

Xmodmap is sourced through /etc/kde2/kdm/Xsetup, but the new file /etc/kde3/kdm/Xsetup is virtually empty.

Question to the kde developers, is this intentional or just "not implemented yet"

I never put effort on using the keys in the console. Have a look at http://www.fs.tum.de/~rutzi/dell-linux/linux-laptop.html and be aware that at some point you need to run "xmodmap /etc/X11/Xmodmap", a discussed above.
