It could be a question of cpufreq-regulations not working or not being 
enabled. See if your CPU frequency alters (`cat /proc/cpuinfo'), when you run 
the command: `cat /sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_min_freq 
> /sys/devices/system/cpu/cpu0/cpufreq/scaling_setspeed'
(or something like that - poke around).
... Assuming that a modern (Centrino) notebook does hold the CPU temperature 
together with the fan speed at BIOS-level. Not knowing how helpful it may be; 
it /is/ an idea.
