OK. I understand your problem now.
You are trying to install Woody using PXEBOOT and, if I understand correctly, 
using an image intended for a floppy-based installation.

According to the Woody installation manual [1] (see also [2]), you should use 
an other image!
It looks like the instructions on debianplanet are not correct.

The link I gave you is for installing Sarge using the new Debian Installer.
Forget the mini.iso. Just unpack the pxeboot.tar.gz file in the /tftpboot 
directory on your bootserver and it should work.
