You are probably missing either APM or ACPI support in your current
kernel. Both of these are methods for the operating system to talk to
the hardware and tell it to turn off (among other power management
techniques.)
Without either, you end up with the kernel stopped and ready for the
power to go away, but no notice to the hardware to actually do so.
