partimage or mondo might satisfy your needs. They are both packaged for
debian. rsync can copy anything you would like. I believe that knoppix has
partimage on it. So you could install partimage on your machine. Make an
image of your system and store it on your backup HD. Then if your machine
crashes, you can use knoppix to boot up your machine (fix the HD or whatever
is needed). Use partimage that is on knoppix to copy the backup image of
your system over to your HD. mondo would do something similar.
