I don't know if /proc/acpi is up at the time fsck is run, but if it is,
then there's a file giving the current power state (plugged in or
unplugged). Sorry I can't remember the actual file, and I don't have my
laptop handy right now. You could grep that file and then decide whether
to run fsck or not.
