Check /etc/inetd.conf
if you have:
#:MAIL: Mail, news and uucp services.
smtp stream tcp nowait mail /usr/sbin/exim exim -bs
if you do it is not running as a daemon.

No exim runs fine when I have network and also when I don't run it as
daemon.
