I use whereami, and just have it restart services whenever it is run.
(Or, for some, I have them stop before network detection, and start
after network detection.)  Several services (such as ntp) need to be
restarted whenever the network connection changes, and if the services
didn't need to be restarted, it's not a big deal.  It might not be
completely ideal, but it's close enough for me.

Of course, I have whereami set to run whenever anything on the network
changes.

I assume most of the other packages could be used similarly.
