You could edit /etc/pcmcia/network.opts with your desired configuration. (Use DHCP or static address, gateway address, etc.) Then comment out anything in /etc/network/interfaces relating to eth1. That way if the PC card is inserted it is configured; if not the system doesn't try to bring up an interface for a non-existent card.
