There used to be firmware updates for these toshiba drives that remove
any region code from your drive, so you should be able to play any
region code DVD. But that doesn't give you correct CSS decryption.
If you can play the DVD under Windows, your Region Code is correct.

Woody (and all other Debian distributions) CANNOT contain code to
decipher DVDs, you need to get that code from a different site (usually
outside of the United States, with their crazy legislation... DMCA
sucks)

There are different versions of CSS libraries floating around, so you
probably are missing the right one for ogle. Try looking for
libdvdcss2, libdvdcss1, libdvdcss0, libcss0 just to name a few i know
that packages exist.
