USB mouse issues

Hi folks,
I was wondering if anyone had the same problem that I've encountered.
Here is an example:

I boot with a USB mouse connected and the mouse works fine.
I boot wihtout a USB mouse connected and I later connect the mouse: the
mouse works fine.
I boot with a USB mouse connected (works fine), unplug it and then plug
it back in, then the mouse fails to work anymore.

These are the messages that are in the syslog. I'm not quite sure what

I am running kernel 2.4.17 on a Dell Inspiron 4100.

Thanks!
