yes.
1. make sure you either have the cds or the relevent lines for ftp/http in
your sources.list in /etc/apt/
(goes for cd-access as well).
2. do apt-get update
3. do apt-get dist-upgrade -u
The -u option shows you what apt exactly is going to do in
upgrades/installs/removals/holdbacks
please chekc this output carefully to see it's not going to do something
whcih you will regret aftwards ;)
4. if you do ftp/hfttp acces, don't forget the propsed-updates line in
addition to the others as well
this will make sure you get all latest security-fixes installed too

Here's a sample ftp-access soucres.lsit form my system:

Note that the suntie.uk lines miss the propsed-upgrade line.
