No, simpleinit is not included in the util-linux package, just in the
source, as debian uses sysvinit.
I have experimental packages of simpleinit-msb, i was going to announce
to debian-devel sometime... URL is

I still havn't configured it so that i'm completely happy with it - i'll
need to play around with it some more to fully understand the recall
functions for dependency handling...
still, upstream says that he won't add new features, just bugfixes, and
instead work on a completely new init system... :-(
