(I haven't tried it but...)
At the end (assuming you haven't moved things around in gdm.conf),
there's a section called [servers].  It probably reads:

[servers]
0=Standard vt7

I believe that if you add a line like "1=Standard vt8" and restart gdm,
it should work.
