Why is it wrong ?? Only runlevels 0,1 and 6 are defined. Runlevels 2-5 are
only defined as "multi user mode".

If you want xdm only to start in a certain runlevel, read
update-rc.d(8) how to do this.

read inittab(5), especially the initdefault entry.
