I've got pcmcia working (Xircom pcmcia card) with 2.4.1.  My syslog reports:

Notice that the latest pcmcia-cs version is 3.1.24.  Upgrading to that is
the only suggestion I can make.  That, and try fiddling with the BIOS
settings for the PCIC bridge.  I have to specify 16-bit PCMCIA, if you have
Cardbus, you might have to specify that (rather than the default, which is
auto).
