What messages does your ISP send to you?  Ie, what sort of login procedure
does it require?  Most have some sort of login / password sequence, and you
have to adapt the chat scripts to suit.

For example:

ISP: login: <your username here>
ISP: password: <your password here>

We send a ConfigurationRequest with an ID of 0x1 (ie, 1), with those
settings, and wait for the PPP daemon at the other end to respond.

The ppp daemon at the other end is not responding, so your pppd hangs up
the modem.

Have you read through the PPP-HOWTO?  There is a wealth of information in
there.
