fsck calls fsck.ext2 to do the actual checks on an ext2 filesystem,
which will skip most of the work if the filesystem seems clean.
Presumably there shouldn't be any problem with adding a "postpone
interactively" option for when the mount count and check intervals are
high enough, although it would be an *extremely* annoying default.
