anuncia públicmente) puede decidir que las votaciones se produzcan al
mismo tiempo, incluso (por ejemplo) enviando una sólo papeleta de voto. Si
el voto de la(s) enmienda(s) y el voto final se combinan de esta forma,
debe ser posible para el votante el votar de foram diferente en la
papeleta para cada una de las posibles formas del estado final del
