First proposed version of sr_BA@ijekavian locale

Please find attached the first proposed version of the sr_BA@ijekavian
locale.

This file was based on sr_ME so that:
- the Serbian words are in cyrillic
- they use the ijekavian variant.

As sr_ME, this locale takes many things from sr_RS (collation order
for instance). The changes I did were those related to the country, of
course.

Please also check everything related to day and month names, and more
generally everything that's written in Serbian cyrillic.

This is not the final file as locale files have to use the U+xxxx
notation for Unicode characters. Once the file is agreed by everybody,
I will indeed convert it to this notation before sending the proposed
locale in Debian BTS.

Another thing to check, in LC_TELEPHONE:
int_select "99"

This is what should be used to dial international numbers when in the
country. So, this should be what one has to dial before dialing a
number in another country. In many countries, this is "00". Montenegro
apparently uses 99, which I didn't change. But, if BIH uses something
else, this should be changed.
