some traductions problems (and configuration)

Hello *,

I write you here because I have a Desktop based on Fvwm2 and we want
to translate it to russian... (de, fr, tr ar and fa are allready done)

My problem is following:

How to setup Sarge (as a multiuser multilanguage System) to work with
russian language and the Countries Belaruss, Russia, Ukraine?

This is neccesary, since there is no Computer which support curently
the russian language...

Please note:    WE DO NOT WORK WITH KDE AND GNOME!
